The form doesn’t go to the pdf’s url after the form is completed.

Wordpress version 4.4.1
The API is confirmed, I have a list set up with the form, and I have the pdf I want to give out for anyone who completes it in my media library (url link put in the form as well). For some reason whenever I fill out the form on my personal computer (on chrome, firefox, and safari) the pdf pop-ups. However, on other computers it does not & I am wondering why. My client is becoming frustrated and I don't know how to respond.
